Yep thats him, his C63 had kim.com or something on the plate.

From Wikipedia

Kim Schmitz (born January 21, 1974), also known as Kimble and Kim Dotcom, is a German computer criminal and businessman who has generated much publicity and was convicted of credit card fraud, computer fraud, insider trading, and embezzlement. Schmitz is also one of the leaders of the website Megaupload.

He has some interesting plans for NZ ventures, not computer related.

"His residency was granted under a "high-investment" immigration category after investing NZ$10 million ($8.3 million) in government bonds and making a large donation to a fund for earthquake-stricken Christchurch.
Dotcom said he had been convicted for "hacking" under juvenile law and for insider trading because of ignorance about a share-trading law more than 10 years ago and both convictions were wiped under Germany's clean-slate law.
He was arrested in Bangkok in January 2002 and deported to Germany, where he was sentenced to a probationary sentence of one-year and eight months, and a fine of 100,000 euros ($136,540). He also pleaded guilty to embezzlement in November 2003 and received a two-year probation sentence.
Dotcom told the Herald his crimes were "victimless" and committed from his home computer"

His issues don;t stop there:

http://news.cnet.com/8301-31001_3-20087753-261/the-mystery-man-behind-megaupload-piracy-fight/

What's that new law that's just come into force....something about 3 strikes and $15k? This guy has conned his way for years doing exactly that.

"For years now, executives at the major film studios and television networks have quietly complained that Megaupload is making a fortune off of their work by selling subscriptions to his locker services without paying them a dime. Megaupload denies the accusations, but in Hollywood many fear that the service is a far bigger threat to their business than the popular and controversial file-sharing service, The Pirate Bay."
