From what ive read its aslong as its under 300w its not classed as a moped and you dont need a licence. Ive been looking at a 1.2kw kit thats suposed to be good for 70kph they supply you with a 200w sticker aswel
Cops aren't as dumb as you might think. He'll know when he clocks you at 70kph
