1998 a3 heater - No Heat

I just did a coolant flush and replacement including an expansion tank replacement.  My heater seems to have lost its hot air ability.
Is there a bleed point some where in the system?
Maybe I am up for a heater core replacement please tell me it is not a dash out job.  That was a nightmare in my VR6

Update..... The foam blows out the air vents and if you put the the fan on low you get some heat out of it.  With the fan on max just cold air.
This is sounding more and more like a dash out job.  Any one got any experience with this?
I fixed my power window yesterday with need it thanks to a great picture guide I found on here.
