Not allowed as it throws stones.
  I had to fit rubber extenders to a few 4x4s when that law came in.

The wheels themselves are allowed to extend past the guard, however tyre must remain inside guard - obviously this would require neg camber or slight stretch.

My rear wheels poke slightly, and am running a 245 on a 9.5" rim and slight neg camber, barely enough to be considered a stretch and fits under guard lip fine with no rubbing - I have had my guard lips modified though.
