Er, no it won't as the outer ring of the bolt spins deliberately to thwart that.
My best shot so far is the 11mm socket notched out... it will take two people, work in progress....

haha, I thought it was a guy with a Honda that cut his wheel apart - been a while, though.

Some taps have a Titanium oxide coating, to reduce friction - but even so, seems the guy was a bit of a wally - i suppose he was also trying to use an allen key when the bolt seems to be a double square drive (8 point).

It can be very hard to remove a stupid lock bolt.
 I don't think that guy cut his wheel up for no reason.
