It also amazes me that that cyclists believe that they are above the law.
I would never cycle anywhere along Tamaki Drive ever.

how and why is it against the law to cycle on Tamaki Dr, or am I reading too much between the lines?

I think he is saying two things there.
 Though in this case in particular there is no cyclist who thinks they are above the law, they often do have this attitude.
 And he is then simply saying that he would never ride along the waterfront, or if he did it would be in the cycle lane at an appropriate speed.
