Mk3 golf poor idle after engine swap

Okay so I've finally completed my 16v swap into my mk3 golf and the car runs and drives but with one massive flaw it will not Idle properly when it's supposed to idle its revs drop right Down and it eventually stalls ive been through everything and I've traced the problem to the idle stabilisation valve staying open it doesn't close or manage the air at all so to keep it idling I've got half of the air inlet taped over for now but I'd really like to have it idle properly I've replaced the isv but it still stays open it hums while in operation which is from what I've read it's supposed to do so I'm at a loss another frustrating point is that I've had an auto Electrician look at it and neither of his scan tools have been able to connect to the obd2 port so basically I'm looking for any advice or help on this matter and just to clear up what I've checked I've checked all the fuses, the ecu relay and the vacuum lines I've also gone through and checked all the connections.
