Sounds like the infamous soggy door card problem. Is the bottom of your door card wet too?

Take off the door card. There should be a sheet of plastic behind that is glued/taped to the door frame, it prevents rainwater coming into the car. It's probably missing or damaged. Seal it back up with black tape. Or if you want to rectify a poor design then try something like this: http://clubgti.com/showthread.php?115175-Is-this-the-definitive-solution-to-a-leaking-Mk2-door-membrane-skin
